As members of the Navy, it was generally uncommon to go out to sea alone.
Especially for someone like Benedict, traveling by himself.
However, given the strength Benedict now displayed, as long as he didn't encounter ocean storms or powerful opponents, he would generally be fine.
Bogart knew this, and so did Garp.
Benedict paid no mind to Garp's thoughts. Currently piloting a canoe, he was rapidly traversing the vast ocean.
After a day of exploration, Benedict finally found a suitable island.
Shaped like a crescent moon, the island was very large, comparable to Hainan Province on Blue Star, and covered in dense primeval forests, making it ideal for a Navy base.
Furthermore, this island was not marked on any sea chart.
"An island not shown on the sea chart, that's excellent."
"System, designate this island as the Navy base."
Benedict, having confirmed his decision to make this island his Navy base, spoke.
"Ding! Unknown island detected, scanning map..."
"Ding! Unknown island can serve as a Navy base. Please host, name the Navy."
Benedict pondered for a moment and said, "Since we are to overthrow this world and create a new civilization, to roam these seas, it shall be named Xuanwu."
"Ding! Xuanwu Navy established. Navy base construction countdown initiated: 10...9...8...2, 1. Navy base construction has begun."
A rumbling sound echoed.
Under Benedict's gaze, the dense primeval forest swayed, trees fell, and disappeared into the ground. In their place, buildings of all kinds began to rise.
Ascending into the sky, standing in the void and treading on a whirlwind, he surveyed the scale of the Navy base before him. It occupied seventy percent of the island, with various buildings arranged in an orderly fashion, all constructed from nothing in mere minutes.
In addition to this, within Benedict's consciousness, on the northwest side of the island, there was a prison covering an area of ten thousand square meters, extending deep underground.
Hundreds of figures shrouded in black cloaks, revealing skeletons, tore through space and entered the prison.
These entities had a well-known name in the world of "Harry Potter": Dementors.
And the prison guarded by Dementors was called 'Azkaban'.
"System, oh System, you truly have given me a great gift."
"Just moments ago, I was worrying about how to build a Navy base, and unexpectedly, you so thoughtfully built it for me."
Benedict looked at the brand-new Navy base, its scale no less than that of Marineford, the Navy Headquarters.
"Ding! Xuanwu Navy established. Please host, write a declaration to announce the establishment of the Xuanwu Navy to the entire world."
Benedict was momentarily stunned, then a smile crept onto his lips. Was it really going to be this grand?
"System, we don't even have a single soldier yet, and you want to declare it to the whole world? This will attract the attention of the Navy, all the Pirate Overlords, and the Five Elders."
"You doing this puts me in great danger."
"Ding! Please host, prepare a declaration to announce the establishment of the Xuanwu Navy to the entire world."
"Ding! Please host, prepare a declaration to announce the establishment of the Xuanwu Navy to the entire world."
"Ding! Please host, prepare a declaration to announce the establishment of the Xuanwu Navy to the entire world."
Benedict's request received no clarification from the system, only a triple reinforcement, emphasizing the important matter three times.
Benedict's mouth twitched slightly, and with some annoyance, he said, "Alright, alright, I'll declare it to the world."
"What a hassle!"
"Ah, I've got it... what should I say?"
"Ahem, let me gather my thoughts..."
"Yo, you wicked pirates, hello. I am Benedict, Marshal of the Xuanwu Navy. My Azkaban is ready for you, welcome to have some tea."
As Benedict's voice fell, countless propaganda flyers appeared out of thin air across the pirate world.
Everyone looking at the falling flyers was stunned.
"Huh, what are these things?"
"Are they promotional posters?"
"Xuanwu? It seems to be a Navy base."
"Who is this kid? He looks quite handsome when he smiles."
Upon receiving and examining a flyer carefully, they discovered a picture of a handsome, golden-haired young man with the words 'Xuanwu' emblazoned on the background of the Navy base.
"Yo, you wicked pirates, hello. I am Benedict, Marshal of the Xuanwu Navy. My Azkaban is ready for you, welcome to have some tea."
Ten seconds later, all the touched flyers, as if enchanted, emitted Benedict's voice.
After finishing the sentence, they lost their effect.
Many were terrified, especially as the voice echoed repeatedly across the world.
In an instant, the Xuanwu Navy, Marshal Benedict, and the colossal Xuanwu Navy base, were the subject of attention for almost all powers.
The dog-headed warship heading towards Windmill Village.
Bogart and Garp, looking at the propaganda posters before them, exchanged wide-eyed, disbelieving glances.
"Officer, that kid, isn't that Benedict?" Bogart said hesitantly.
"Mm, it's this brat. But what does he mean by this?" Garp frowned, puzzled.
"Xuanwu Navy? When did we build this base? I don't have any news of it."
Kuzan lazily watched the two, pushed up his sunglasses, and asked, "Um, this, have you guys met this person?"
Riding a bicycle and meeting Garp's warship mid-way, Kuzan, only twenty-five years old and a Vice Admiral at the time, was still very young.
"A very formidable kid." Bogart glanced at Kuzan and replied, "Perhaps he could fight you, Vice Admiral Kuzan."
Kuzan heard this and mused, "Is that so?"
Navy Headquarters, Marineford.
The then-Fleet Admiral, known as 'Steelbone' Kong, looked at the propaganda poster before him with a frown.
Just moments ago, numerous posters had inexplicably descended from the Navy's sky.
A few of them landed on his office desk, and as he read them, Benedict's voice began to sound.
"Xuanwu Navy?"
"The Navy did not establish this force."
"Could it be something the Five Elders created?"
Navy Admiral Sengoku, also holding a poster, murmured.
Steelbone Kong glanced at Sengoku and shook his head, "I haven't received any news regarding the construction of a 'Xuanwu Navy' base."
"Could it be that the Five Elders secretly built it?" Sengoku pondered.
Steelbone Kong pondered for a moment and said, "Sengoku, please look into this matter. Be sure to send people to investigate thoroughly. I am going to visit Mary Geoise now."
Sengoku nodded, then turned and left.
On an island where Shanks the Red-Haired was holding a gathering, he looked at Benedict on the poster with an amused smile.
Somewhere, Revolutionary leader Dragon, who was gathering supplies to overthrow another kingdom, held the poster and thoughtfully gazed in a certain direction.
Sable Lock Dar, heading towards the Grand Line, crushed the poster, smoking a cigar and revealing a cold smile.
On the Grand Line, on the Whitebeard Pirates' ship, Whitebeard, looking at the posters handed to him by his sons, let out a rumbling laugh. He then tossed the poster aside and shouted, "Sons, who cares about this Xuanwu Navy, have some drinks!"
His sons raised their glasses, singing and dancing, completely disregarding the Xuanwu Navy.
However, what many did not know was that the Xuanwu Navy, whom they so lightly dismissed, would soon become their nightmare.
