In the halls of the Dragon Country, a meeting of high-level leaders was underway when a deafening sound echoed. A large hole appeared in the ceiling, and through it descended Jing Mingqiu, clad in silver dragon armor.
Guards instinctively raised their weapons in alert, but before they could fire, the leaders spoke.
"Don't be nervous, lower your guns. This isn't an enemy."
The leaders then smiled and stepped forward, pointing at the gaping hole above. "Mingqiu, what is it? Why the haste, you didn't even have time to use the door?"
"A matter of great importance concerning the future of the Dragon Country!" Jing Mingqiu pushed up his helmet, his gaze sweeping across the familiar faces. Without reservation, he recounted what he had just overheard.
"According to historical records, when a nation lacks fixed professions and workplaces, and has a surplus of idle individuals scattered throughout society, their numbers reaching a certain threshold inevitably leads to social unrest."
"And now, after I invented the medical pod and upgraded it multiple times, the number of idle individuals in our country has far exceeded the warning line. For now, they are still reveling in the joy of rejuvenation and restored health, so they won't commit any truly dire actions.
"However, after some time, if they continue to be unable to find work and wander aimlessly, their minds will inevitably become restless. If foreign powers then subtly guide them, it will undoubtedly plunge our country into chaos.
"We must find a way to resolve this hidden danger before foreign powers make their move!"
The leader nodded gently. "Mingqiu, I've been aware of this point for a long time, and we've been trying our best to find solutions. But with the sudden emergence of over 400 million laborers, settling them properly in a short period truly exceeds our capabilities."
"Alas!" the Minister of Education sighed heavily. "I've been doing my best to promote vocational education, trying to accommodate some through schooling, but four hundred million is simply too many.
"I have already established three thousand vocational colleges across the country, but we can barely accommodate less than ten million students. This is even with many teachers working round the clock, operating at overload."
After the Minister of Education finished lamenting, the Minister of Cultural Development chimed in with his own woes. "I had originally planned to absorb some of these people through the cultural industry, movies, television dramas, and online games.
"Who would have thought that many of these elderly people still have aesthetics stuck in the previous era and have no interest in currently popular films and television shows? The current screenwriters and actors also don't know how to film what they like. They are now working overtime to learn, but it's difficult to achieve effective results in a short time.
"As for games, it's even more so. Putting aside whether the gameplay of these games conforms to their habits, many elderly people, despite their bodies being young again, their minds are still in the past. They either don't touch games at all, or they view games as a menace."
The Minister of Industry stated, "Most of the elderly, due to their limited knowledge, can only engage in the simplest manual labor. But now, everything is automated. Where can I find so much simple manual labor!"
The Minister of Agriculture added, "Many of the elderly are farmers, and they want to farm. But most farmland has already been contracted out for large-scale mechanized cultivation. Where can I find so much arable land for them!"

After the highest ministers from various sectors of the Dragon Country had spent half the day airing their grievances, the Minister of Agriculture, mistaking Jing Mingqiu, who was browsing the system's data library, for being angry, rushed to explain.
"Professor Jing, we are not complaining that you shouldn't have restored the health of those disabled people or rejuvenated the elderly. Because you invented the medical pod, we have completely solved the century-old problems of an aging population and declining birth rates.
"It's just that our capabilities are insufficient. We truly cannot figure out how to operate in a way that properly arranges these four hundred million laborers, enabling them to become the driving force for the Dragon Country's revival, rather than a burden!"
